An electric bike does not require any special licensing requirements. But some countries do have certain requirements for electric bikes. For example, in the US a person under the age of 14 cannot ride an electric bike.

So, if you want to exercise for a while you can use the pedals, and when you get tired you can switch to the electric motor and have the bike impulse itself. You feel like you are getting the exercise you need but in an easier and faster way when you have pedal assist.
